Si se trata de un procedimiento probablemente sea mejor opción utilizar la voz pasiva o el presente en imperativo (o sea, draw blood samples....)

Utilizaría "shall" sólo si se tratará de un contrato, lo cual no creo que sea el caso en este texto, o sí?

Tanto "to take como to draw a blood sample.." son correctos, pero la segunda opción corresponde más exactamente al registro del original en español.
