There is a distinction to be made between areas where goods are *moved* free of duty, customs, excise, etc., and those where the goods are actually manufactured. An obvious example of such an area is the strip on the Mex./US border, where *maquiladoras* manufacture products that will be sold directly into the US, according to US specs, but without having to "cross the border". [However, the employees will be paid Mexican wages, rather than US ones.]
