Once you tidy up the multiple negatives, a sensible English rendering might go something like this: "These fees are assessed, and must be paid, as a penalty for non-compliance when a taxpayer has failed to pay a tax." Not the smoothest sentence, perhaps, but it does get the meaning across.

There's a penalty for not paying taxes, forgetting to pay them, or paying them late, computed at around 8% p.a. in Spain, which is NOT CONSIDERED PART OF THE TAX and imposed in accordance with the delay.
