Sorry, this can't be postage.
The stamp is the documentary stamp that goes on legal documents and it is a provincial tax because: 1.) the Notary Public is empowered in province 2.) the document, if it deals with real property, goes to the Provincial Registry of Deeds, 3.) if it deals with a corporate document, it goes to the Mercantile Registry of the Province in which the Company is domiciled. Nothing in these transactions is national, unless it affects the CNMV or the Bank of Spain, in which case copies are furnished. (I'm reading this in a Spanish context).
