My understanding of this sentence is that an insurance comapany operates as follows, illustrated simplistically: it insures 10 people in order to cover, say 2 claims; it receives 10 premiums for an initial period consisting of no losses, then a claim is made, and it pays out from its accumulated revenues. Thus you can see how it can be visualised as a clyclical process. The portflio renewal is that a car or a house is seen to have an 'insurance life' (e.g a car has a 10 year period in which its value is reduced to zero - insurance point of view), also the standard house (not national heritage!)). Thus a portfolio is renewed constantly.
