Context: discussion of business and economic trends in the petroleum industry. The relevant sentence reads, "La industria petrolera está cambiando el mensaje estratégico del 99 (disciplina de capital, ahorros de costes) por un mensaje claro de crecimiento (incremento del capex, exposición a E&P."
I suspect "capex" (written entirely in lower case in the original text) is an English language acronym. Can't find it anywhere.
