Spanish term or phrase: Comisario propietario.
Cargo en el consejo de administración de una empresa mexicana.

English translation:I beg to differ with my colleague
Explanation:
The Comisario in a Mexican company is a statutory auditor. Propietario means the person who holds such a position. This is usually rendered as the proprietary statutory auditor.

I am a Mexican lawyer and this position seems to be non-existent in US Corporate law.

Good luck!

"Owner President" or "Owner and chief executive officer"

Explanation:
Couldn't find a phrase that includes both ideas with AND not using President. Look at this from first link below: "Although (organizations) have a wide range of titles—such as chief executive officer, president, executive vice president, owner, partner, brokerage office manager, school superintendent, and police chief— all formulate policies and direct the operations of businesses and corporations, nonprofit institutions, and other organizations". If you choose Owner President, you may think then of Deputy President for your other question. (www.polity.org.za/govdocs/speeches/1999/sp0414.html)
Hope it helps cheers :)
