¿No faltará una coma y un verbo? ¿Podría ser que mandó hacer y distribuir mantas y pegatinas que promovían dicha ley?

Ruiz Mateus?

Explanation:
Sounds like him and what he was up to! It's a wild guess, given that I found nothing for 'mantas pegatinas'.

If it is RM, then he was given to dressing up to publicise his case, so maybe 'manta' could be 'cloak' (he dressed as Superman, didn't he?)

MEANWHILE some POSSIBLE MEANINGS OF 'MANTA(S)'

-BLANKET, RUG, SHAWL, PONCHO (S Am)

-A MANTAS DE DIOS (plentiful, abundant)

The main problem is that it was something 'he attended'. I give up!

somanta =paliza, aurra

Interesting, given 'pegatinas' originating in 'pegar'

placards, banners, flags

Explanation:
http://www.google.com/search?q=cache:www.sjsocial.org/PRODH/...

Refers to 'mantas de protesta', which would be banners, flags, and 'pegatina' mean 'adhesive' as an adjective

Still doesn't solve the verb problem though
