This info from same link may shed some light, (related to Spain): "The Private Insurance Law (Ley de Ordenación y Supervisión de los Seguros Privados), introduced in November 1995, made it obligatory for companies to fund their pension commitments externally... "externalización de previsión de riesgo" for example? I was unable to find any direct match, yet plenty of refs to externalisation + forecast.

From your phrase, I don't think the "externalization" is being projected, but, rather, that the "projection" is being externalized.

Doing a Google search, I get a lot more hits for +externalization+projection than I do for +externalization+forecast. On the other hand, I can't find any *exact* match for either any exact combination of any other the following:

"projection/forecast *of* externalization"
"externalized forecast/projection"
"projected/forecasted externalization" (actually, I got 4 hits for the "projected" version of this one, but nothing remotely related to insurance...)
