It could also be "high-income taxpayer," but I doubt there would be a separate administration to handle taxpayers on that basis. More likely, especially given the context of the final entry I fished up on a Google search, is "corporate taxpayers" (term found in Termium, as was "high-income taxpayer").

Contribuyentes do not have to mean tax-payers it could also means contributors to a good cause or charity.

So, I think it would be:

General Administrator of Considerable Contributors

Considerable is also a synonym if big.

Explanation:
This is the person/persons who are in charge of keeping up with large contributions to causes and maintaining a positive relationship with these generous donors, and accounting for the proper paperwork required by the organization/government/internal revenue service, etc. Here in the U.S. the Internal Revenue Service does not have a special department solely to process the large taxpayers. We all go into the pot equally. In other countries contribucion is considered a tax. Ex: --de mejoras is real estate tax; especial is special assessment; territorial is land tax and so on. "de graciable" would be a charitable contribution Hope this helps. AW
