Spanish term or phrase: técnico superior/técnico medio
Comes in a table describing the staff of a construction company. The difference lies in the number of years the person studies his degree. How about engineer/technician?

Be very carefull with the word engineer for in the UK an engineer does not necessarily have to be a higher education graduate but just someone who has been trained in some technical trade. You could also say GRAFTED ENGINEER and ENGINEER but that does not apply to America, so, to be on the safe side, I would strongly recommend you use the terms recommended in the translation line.
