Explanation:
The only place I could find this phrase online was in the safety instructions for a crane, which may well be the same document you're translating. The only mystery is whether whether the danger is that the crane will collapse during setup or the building might collapse during construction. My money would be on the latter... but then, I don't have much money to bet! :)

Explanation:
