Explanation:
Although the energy sector has been relatively liberalized, it is still considered strategic by national governments. Companies (esp. private and privatized ones) are thus restricted in their powers - this is the only sector where a 40% majority shareholder gets voting rights corresponding to 3% (or even less). Each company, to begin with, has a fixed market share at the outset, and even the large ones do not usually handle more than 10% of the national total. Still and all, the countries that do not privatize are regarded with an "evil eye" of sorts by those who have done so (issue on the table tomorrow at the EC Commission on Free Competition, watch what Mario Monti and Loyola de Palacio have to say).
