The other answers are all good but given the context of "facturas" mentioned in your text, I thought of "Authorization Slips" or, "Authorization Notes"....as in:

"The supplier submitted his invoices without the [either of the above] signed by the proper authority [or, official].

Just another idea that I hope helps:-)

Here in Yucatan a "vale" is usually some kind of voucher used as part of your pay. In this case, I would assume that "os" is "los", and it would be something like "Note (it is obvious) that the supplier issued billing without vouchers duly authorized by the competent person."
