Explanation:
The term "Tasa" refers specifically inthis context to OFFICIAL and semi-official charges which are LEGALLY required in order to be be allowed to carry out the project - local taxes, rates, permits, stamps of approval from the Official College of (Architects/Engineers,...) - and NOT to "all sorts of things which they can't think of at the time".
It would not for example include the architects' fees or any ragbag of unattributable costs.

Personal experience, and e.g. Espasa "tributo que se exige por el uso de ciertos servicios o bienes publicos".
