Hi Jean!
My colleagues are indeed right but I felt I should add the options for "Ayuntamiento" that I have from personal translation experience + the Oxford Superlex dictionary.

In addition, I have to tell you that in the vast amount of translation work into English that I've done for the Mexican Government, the "Honorable" is ALWAYS left out. They use it here (in Spanish) for virtually any official body, i.e., "H.Congress", "H. Commission", "H. Council", "H.Committee", et. al, but it's NEVER included in a translation into English.
