Hi Dany!
I recently conducted a survey for the Mexican Government where I visited the official websites of about 10 English-speaking nations...precisely to learn what the most common or popular term in English was for "Secretaría". In about 7 cases, the word most used was "Ministry"....though a few countries do use "Secretariat"...and of course in the U.S., they use "Department". I'll leave the decision up to you:-)

agree  Paula Serrano: a "secretaría" is a subdivision of a "ministerio" (at least in Argentina), so I´d use "Secretariat"

A pesar de que ya elegiste la respuesta, quería comentarte que el propio Ministerio de Economía, del cual dependen las Secretarías de Comercio en Argentina, siempre ha traducido Secretaría como Secretariat.

Estuve revisando el sitio del Ministerio, y en este momento no cuenta con versión en inglés (o por lo menos yo no la encontré), pero siempre se lo ha traducido así.

Me refiero a este caso en particular, y no implica que Department esté mal.
