I have some texts that refer to "parques eólicos en promoción". I'm not sure exactly what this implies: under development, proposed...?
I'm not at all sure that I've given you the right answer, but for the phrase you posted couldn't it mean that parts are functioning and generating revenue and "fondos generados como ingresos de promoción" = money earned on development investments?
good point... en promoción is usually "under development". Maybe the revenues have something to do with the subsidies for wind farms, or maybe the revenue made by a subcontracted company that's been pre-paid to do the work?? Sorry I can't be more helpful
