Hi, I am using my guessing skills here.

I would go for woven sack cover.

I recently translated a product porfolio for the company armstrong (http://www.armstrongsewing.com/) and i am sure that the material is woven sack.

What is understood by "manto" is more difficult without experience in the field. My guess is that is a cloth to keep the tobacco leaves flat which can be used also to transport them, therefore, more like a cover.
