Hi - I'm having problems with a phrase within a marriage certificate (or extract) from Bolivia:

after naming the officials who will preside over the marriage:

".... para presenciar el Matrimonio Civil del Ciudadano: XXX con la Ciudadana: XXX; **habiendolo acordado asi dicho funcionario por encontrar motivos suficientes para ello, como se ha comprobado debidamente comparecio el prenombrado contrayente***: XXX (groom's name) de cuarenta y siete....."

I can't seem to make sense of the part between the asterisks. Is it a longwinded way of saying that there is no apparent reason for the act (of marriage) not to proceed? Thanks for any suggestions.
