This is little more than a guess, but since I can't find any specific references to this title online (other than "Secretaría de Corte de Actuación"), I would assume it means the latter title, i.e., a clerk of the court (variously referred to as a "secretario/a actuario/a", "secretario/a de acuerdos" or "secretario/a de actas" in some countries). From what I could find, "Corte de Actuaciones" doesn't seem to be a specific court, so I think it must mean Secretaría de Corte de Actuación" and that the word order is perhaps a little odd here.

agree  Charles Davis: I think "de actuación" means acting in/responsible for this particular case, so "clerk's office of the acting court" or some other suitable phrasing. See https://goo.gl/w98WV7

  -> Yes, I originally thought it might mean the trial court, but I'm not really sure. References point to it being a court clerk, but beyond that, I can't say.
