Explanation: "Venetian blinds may not be attached to aluminium frame members. They must be attached to their protective piece instead."
I'd say the main point is that you can't attach the blinds to the bare frames; they have some sort of protective piece (capillo) to prevent this, hence my translation.
I couldn't find any references for "cupel" that applies to this particular case. Moreover, I couldn't find any references of "capillo" used for construction. If there is an exact word for "capillo" (which I ignore), I'm sure whoever is the text intended for will understand "protective piece" instead.
