From a building specification. Chapa blanca appears for the construction of frames for electrical distribution components (e.g. medium voltage parts and transformers). The "chapa blanca" in this case is always "plegada" too.

Explanation:
From the top of my head this is what I understand, though there may well be other reasonable descriptions too. They put metal sheeting and not timber perhaps due to fire precautions or regulations.
