Could anyone tell me what it would mean in the context of photocells

8. Las obstrucciones/liberaciones de las células por espacios de tiempo inferiores a
0,3 segundos, no serán tenidos en cuenta, considerándose alteraciones normales de
paso (vuelo de abrigos, vestidos, brazos por delante del
cuerpo, etc...).

These photocells are presumably to detect movement and react in some way, and this type of movement should not affect them, coats flapping, people moving their arms, etc.
