I think that 'proyecto basico' could be 'first draft', but 'ejecucion' I can't think of in this context.

agree  jack_speak: I agree. It's not the same as a rough draft or first draft at all, at least not where I've seen it used. It's an initial plan that may have undergone several iterations already and will be further reviewed and changed.
