I can´t find any reference to this technique under a range of famous chefs, so I suspect that this is simply what "good old Delia" refers to as mixing the ingredients until they are "velvet textured"

Hack, according to your note to Aceavila, my answer might not be appropriate then, since the meaning of "velvetize" in the Google hits is more about "making it feel/look like velvet" than covering it with a frozen cake with tempered chocolate couverture!! =P
