If this is the translation that appears on the web page of the Ecuatorian university in question, then it is simply and obviously a poor translation, and should not serve as incontrovertible proof (i.e., a CL of 5) of correctness....

Even if the word *ingenieria* is not being used in the standard technical sense (a fact I could not have known base on the information in the initial query) it is still being used, and therefore a translation using the term *engineering* would appear to be appropriate. The point in using the term seems to be the idea of "structuring" entrepreneurs and entrepreneurship. If it was a program that only provided training in "entrepreneurship" per se, then it seems that the Spanish title would likely be "Carrera de Emprendedores". Yet it is not.
