I would like what will be the best way to translate this phrase from Argentinian Spanish into American English.

It's the translation of a University transcript from Argentina.

Will be okay to translate as: The undersigned certifies that the graduate...?

I have no problem disagreeing with the rest, because:
1.- In English we always use the first person and not the third as in Spanish.
2.- Normal usage would be "do hereby", but it may be left out.
3.- No "the" before "graduate", it mimics Spanish and is not used in English.

agree  Beth Farkas: one caveat - if "la egresada" is not followed by the name, then you would need to say "the graduate", i.e. - I certify that the graduate completed....
