In at least some universities in the Dominican Republic, IT is a grading or assessment, standing for "incompleto transferido". It can apply to undergraduate courses, but is also used at postgraduate level.

Here is the "Reglamento Académico" from the Universidad Católica Nordestante (UCNE), which explains the meaning in that university:

"Párrafo 7. El examen completivo que no sea presentado en el período establecido anteriormente, representará una "F" (Reprobado), salvo que el estudiante justificare su ausencia al Decano o Director correspondiente. En este caso se notificará a la Oficina de Registro la calificación IT (Incompleto Transferido)."

Here it is again, without explanation, in the "Procedimientos Académicos" of the Pontificia Universidad Católica Madre y Maestra (PUCMM):

"No se permite solicitud de revisión en asignaturas reportadas
después de un estatus de I, E, IT y ET."

But this third reference, also from PUCMM, is perhaps more relevant, since it shows that the calificación IT is also used at the stage of approving a thesis subject, which is your context:

"7) Luego de la sustentación y de acuerdo a la decisión del Jurado Evaluador, los Temas de Investigación podrían ser:
a. Aprobados [...]
b. Aprobados de forma condicional [...]

So I think that is probably what IT means in your document: the thesis subject was submitted and "aprobado condicionalmente", but they failed to fulfil the condition (the data collection process), so they received an IT evaluation, presumably because they had an excuse (otherwise it would have been a straight F) and this had to be remedied within the period in question (I think "remover" here means "remove").
