Explanation:
IVA is the Spanish version of what is called VAT in the UK. Value Added Tax. Retiro is withdrawal, en efectivo means in cash and con el talonario means 'with cheque book'.

Its difficult, as NAL doesn't have any meaning to me. But it may mean something along the lines of: IVA refund withdrawn in cash with cheque book.

But to be honest that's just a guess.

agree  Elba Banos: Since Ilana's previous question was "retiro nacional..." I think in this entry "NAL" probably stands also for "NACIONAL"? But it is also a guess.
