Spanish term or phrase: plantilla media
Context (it's part of an email):

I'm a little confused at the way "plantilla" is used here. I don't know if it refers to staff/personnel, template or something else. Can anyone out there shed some light on this?

average payroll
Explanation:
"Plantilla'' is definitely payroll, at least in Uruguay (and I guess in Argentina as well). In Spain they call it ''nómina" but I'm not sure in other Latin American countries. It sounds weird though the usage of ''media" in this content but my guess is that it refers to the average payroll of any given year.

agree  Charles Davis: Payroll is ideal here. Plantilla is perfectly normal in this sense in Spain too, btw; nómina is more often used to mean monthly salary, paid into a bank account.

I think each appearance of "plantilla media/plantilla" may (?) require some tweaking/rewording, but the general idea is "average number of employees on the payroll". I don´t think one term can be used in all cases, IMO.
