I'm sure there must me a simpler way of putting this than my effort, which I won't mention here in the hope of receiving some better suggestions.

El importe de la comisión, se obtendrá del valor de la UDI a dos décimas sin redondeo, multiplicado por el número de participantes al cierre del mes, sin que dicho importe pueda ser menor a $1,000.00 mensuales, a dicho importe se debe agregar el IVA respectivo.

agree  Charles Davis: Or just "rounding". In practice it must mean without rounding up. // Quite so; I just meant that if you truncate the number without rounding you are de facto rounding down anyway. All best wishes!
