Spanish term or phrase: PAP/PAIF
From a document on port investments:

"5. A final de proceso con todas las autoridades portuarias, Puertos del Estado consolida los presupuestos y el PAP – Programa de Actuaciones Plurianual (antes PAIF - Plan Anual de Inversiones Financieras), y los remite al Ministerio de Fomento."

Is there an English abbreviation for these? Should I keep the abbreviations the same and translate the full names in parentheses?
