Spanish term or phrase: desconcentrado
As in "el INEGI es un órgano desconcentrado de la Secretaría de Hacienda y Crédito Público". It's a specific legal term to describe agencies formally under the aegis of a government ministry, but with some degree of budget and operating autonomy. Also, Mexican law distinguishes between "desconcentrado" and "decentralizado", although I couldn't begin to describe the difference.

Great answer, but I ultimately went with "decentralized". Here's why:

1) As far as I can tell, "devolved body" is used exclusively for national legislatures (Scottish, Welsh) in the U.K. If "devolved body" is used in other contexts, I'd love to have references.

2) "Deconcentrated" might have been alright, but its meaning isn't necessarily clear to a U.S. audience of non-specialists.

3) "Decentralized" can be, as Oscar says, geographical, but it can also be fiscal, administrative, etc.

Since the intended audience for my document was computer programmers and statisticians, not lawyers, I went with the more readily understandable "decentralization".
