Spanish term or phrase: Formula otero
This document from Mexico is describing the legal hierarchy (Constitutional and others) and has a section heading entitled "Formula otero". I am very unsure of how to put that in English. Does anyone know this term or the best way to say it?

Thank you. I didn't consider it could have been a proper noun--a genuine "duh" moment! :-)
