I know that impuesto nómina is payroll tax. Could this be nonpayroll tax? Taxes excluding payroll?

Bajo el esquema fiscal de México, los impuestos pagados por esta industria, se concentran mayoritariamente en el impuesto s/nóminas, y aunque estos son cobrados localmente, los mismos son distribuidos centralmente.
