You are in the unenviable position of having to choose between the purist approach of translating the phrase as you see it, or the practical approach of adopting a fairly well-established but inferior translation.

It appears that the official web site of the Argentinean Government is viewable in English as well as in Spanish. Whoever translated it into English has seen fit to translate the phrase in question as "Solidary Redistribution Fund." Although not strictly wrong, it is at least awkward.

With the Government's stamp of authority emblazoned on this translation, it is hard to beat. On the other hand, you can simply choose to give the Argentinean Government (and their translator) a good old snub and choose what you think is right.
