Spanish term or phrase: carta rta.
Se encuentra en unas diapositivas sobre la entrega de tierras en Colombia. En enlace a la presentacion se encuentra aqui: http://bit.ly/oAXqPs.

Un dato se refiere a 'carta rta' y otro a 'boletin'.

Sera que significa 'carta registrada'? Me interesa mucho este tema entonces agradezco cualquier ayuda. Muchas gracias.

"Rta." as an abbreviation of "respuesta" is fairly common. For "carta rta.", I found this:

"Tema: CARTA RTA DEL PARTIDO VERDE
Compañeros, esta es la carta de respuesta del partido donde por primera vez se ha hecho eco a nuestras necesidades."
