I believe this is a Spanish government ministry, but can't figure it out. Could it be Public Relations?

Explanation:
Yes, this is Spanish and it has a (long) history. It was created in the Franco era to promote development, but as the government evolved, Obras Públicas took over some of its tasks and after that Economía. Right now it could be translated as "Development" since "fomento" is literally "promotion" (of progress, rather than PR; the latter function is under the Ministro Portavoz, whom you might call the Minister of Information).

it may therefore correspond to several departments in the usa (like department of transportation but also others)

Explanation:
EURODIC has an entry for "Ministerio de Economía, Obras Públicas, y Reconstrucción", which is rendered as "Ministry of Economy, Public Works, and Reconstruction." Putting "Public Works" first sounds pretty funny to me.
