Spanish term or phrase: "primera hipótesis"
How would people translate the word "hipótesis" in the following selection:

"La organización civil X reúne los requisitos previstos en Artículo xxxx de la Ley del Impuesto Sobre la Renta" etc....

I don't think a "legal hypothesis" makes sense in English.

I'll welcome any help!
