As Joseph suggests, you might want to use 'shall be cumulative' rather than will be. It is more peremptory, and is used in law whenever there is no discretion allowed.

agree  Joseph Tein: I suggest 'SHALL be cumulative' -- this word would make it sound more like a rule, or policy, or something that is meant to be enforced.//Ahh...that's the word I was looking for: "peremptory"!
