El tema tiene que ver con cursos organizados por la UOCRA (Unión Obrera de la Construcción de la República Argentina). Acá algo de contexto para orientarnos mejor:

"el objetivo es continuar con dichas capacitaciones a lo largo del 2007, junto al personal del gremio de la UOCRA. En la medida de nuestras posibilidades trataremos de ampliar la cantidad de cursos destinados a la población, porque una vez finalizada la capacitación se les entrega la **libreta del Fondo de Desempleo** que es un requisito casi indispensable cada vez que una empresa contrata un chico con capacitación. Asimismo, esas personas pasarán a formar parte del sistema informático con que cuenta la Dirección de Empleo Municipal para insertarse en empresas demandantes”
