"Hoja" has these translations:

Leaf of a plant= Hoja de una planta
Sheet of paper = Hoja de papel.
Blade= Hoja de cuchillo
Razor blade= Hoja de afeitar.

I do not imagine anyone writing "la hoja" on a t-shirt thinking about a sheet of paper, for example. So, I think the meaning of those two words on the t-shirt is :"the leaf".

It could also be the name of a town, village or place known to natives, but in any case the translations would be the same.

Name of a newspaper

The T-shirt was probably advertising a newspaper. There are many Spanish-language newspapers and magazines by the name of "La Hoja" in many Latin American countries. The translations given by FIRST-RATE explain the possible intended meaning or meanings.

yes hoja has all the meanings given by the colleague in the firat answer.

Once you have seen it printed on a T-shirt, I agree with the second answer, about being the name of a newspaper or magazine...

Soy el director de la publicación La Hoja Federal. Es común que en Argentina los nombres de los periódicos lleven el artículo antes del nombre, como los diarios LA NACIÓN, LA PRENSA, EL CRONISTA, etc.
En el caso de La Hoja Federal, el significado de "La Hoja" se relaciona a una hoja de papel (sheet of paper).
Probablemente, si se ha visto una remera (T-Shirt) en Argentina u otro país vecino, eso se refiera a una marca comercial (Trade Mark).
La marca comercial más famosa de Argentina con el nombre "La Hoja", es el de una infusión regional de yerba mate.
La yerba mate "La Hoja" hace publicidad masiva en la región del Río de la Plata, y es muy probable que en una remera (T-Shirt) se haya visto la inscripción "La Hoja", sobre la imagen de una hoja de yerba mate, que es muy parecida a la hoja de tabaco. Probably, if a T-Shirt in Argentina or another neighboring country has seen, that talks about a Trade Mark.
The most famous trade mark in Argentina with the name "La Hoja", is the one of a regional infusion of yerba mate. The yerba mate "the Leaf" makes massive publicity in the region of the Río de la Plata (Argentina, Uruguay, Paraguay and Brasil), and is very probable that in a T-Shirt the inscription has been seen "La Hoja", over the image of a yerba mate leaf, that is very similar to the tobacco leaf. In this one case the exact translation would be "The Leaf".
