From a resolution sent by SAT, the Mexican tax authority: "Indicar si el contribuyente se encuentra sujeto al ejercicio de las facultades de comprobación por parte de la Secretaria de Hacienda y Credito Publico o por las Entidades Federativas coordinadas en ingresos federales, señalando los periodos y las contribuciones objeto de la revisión."
An Entidad Federativa is normally a state; however in this case I'm thinking I should leave it at "federal entities" as it may be some federal office or department; but coordinadas en ingresos federales? Help!
Finally got the answer from a local mexican lawyer. "Entidades Federales" are states; this phrase refers to the powers the states have to collect federal taxes such as VAT, which they then turn over to the fed for later re-distribution. Thanks, everybody; you did get me on the right track!
