Or "over the latter" (the staff), if you like, but better just "them" in my opinion.

"Authority" could be used as an alternative to "powers".

I've added "exercising" because I imagine it might run: "shall be responsible for organising services..., appointing staff..., exercising disciplinary powers over them..."

For example:

"(6) Exercising disciplinary powers over all subordinate officers according to rules;"
