Yes, this used to stump me too, but after seeing this phrase many times, along with the alternatives "carácter con que actúan" and "carácter que ostentan," I've come to the conclusion that this is the meaning.

haciéndolo con la oportunidad que ahí se señala y acompañando en su caso las constancias que estimen conducentes para defender la constitucionalidad del acto reclamado, pero en manera alguna exigen el acreditamiento de su cargo, personalidad o carácter con que actúan.
