For some reason, I just don't understand this phrase. Thanks, in advance, for your help!

- Ineficacia del amparo para tutelar derechos fundamentales, dado que figuras como la del sobreseimiento, en la mayoría de los casos, hacen muy difícil obtener la protección a los particulares por parte de los juzgados Federales, los cuales acuden a otra figura ni siquiera contenida, por lo menos de manera expresa, en la Ley: el “amparo para efectos”, el cual faculta a una autoridad judicial a corregir las deficiencias de forma contenidas en ***los actos que de ellas se reclaman,*** sin que el agraviado pueda, por ello, obtener ningún beneficio.

I think "ellas" refers there to "autoridad judicial" which is singular, so in essence we have bad grammar, happens often.
