Yikes! I have no idea what this means. Please help (and thanks in advance!!)

Desde un principio se deben tener los elementos suficientes y claros para condenar al inculpado; de lo contrario, es difícil que un juez tenga causa suficiente para iniciar el proceso penal, pero **con un plus a la alta condena** que como característica general acepta el sistema nacional: que aquí se pugna por un sistema en donde si se toman en serio las garantías de defensa del inculpado
