I was originally just guessing with my interpretation of the siglas, but my first hit came up with confirmation!
What I really am guessing at is how to translate this job title into English, and can't say that technician feels great, but do think it's best to stick as closely to the original here so that we are not accused of distorting the facts.

My ears perked up when I saw this, since my parents live not 100yds from said town hall!

agree  Antonio Castillo González: A rather pompous title for a position with very basic requirements (Graduado escolar or Formación profesional 1). You don't need to be an engineer to become a "General Administration Technician", but it is best to stick to the original, as you have done.
