Despite all the agreements with this answer, I don't believe it is correct in this context. A recurso de reclamación is an appeal of a ruling of the Supreme Court or an appellate court in an amparo proceeding, according to Tom West's Dictionary of Law and Business. And an acuerdo is a ruling in this context, so my guess is that this must mean a ruling by the presiding judge.
